can't download the ica32t.exe file 1

Dear All :
The webserver after opened , and detect the client operating system ,, it gave me the message that the ICA plugin is not installed ,,
After pressing the link to the ICA File ( servername\citrix\icaweb\en\ica32t.exe )
it goes without anything happened .. and after a while , it gave me timeout !!!

Any solution ??

1. Make sure the ica32t.exe is physicaly present on the webserver, at that location.
2. If you have installed IIS lockdown, remove the .exe extention from the urlscan.ini
