can't download on w2k server

I can't download anything on a W2k server. I have just taken over this account and can't figure out where downloading has been disabled by the previous admin.

Any suggestions?

Are you getting an error? If so, what does it say EXACTLY? Telling us it doesn't work doesn't give us much ground to work with.

I have checked every policy on this server and can't find anything.
The message says:

Internet explorer cannot download winzip100.exe from download.winzip.com

Internet Explorer was not able to open this Internet site. The requested site is either unavaliable or cannot be found. please try again later.

This is for any download. I need to install an activex script in order to login to Trendmicro's web based management page, but it will not prompt me to install it.

I have changed all the IE security settings to low, but no change.

Any ideas?
