Can't Dial one number

We have an Option 11C rls 23.x We are trying to dial a number 858 500 XXXX
We get a fast busy. We are unable to dial any 858 500 XXXX numbers, but I can dial any NPA and 500 XXXX and it works. Why would only one area code and one prefix not work. Any suggestions will be appreciated.

Check to see if 858 is actually in either NPA or a SPN. Before they started adding more and more area codes we use to only put in what we needed as to put restrictions for inter... and intra... state dialing. Intrastate calls use to be 1+NXX. Or check if there is a deny code under the NPA.

you may want to check the 850 npa/sdn to see if 555 is denied
