Can't create a new Domain Tree in an existing Forest

I am having a problem creating a new domain tree in an existing forest. I have keyed all the relevant information and made sure that the account I am using has enterprise admins and schema admins permission in the the existing domain. Whenever I start the domain creation I get the error message "The Operation failed because" (The directory service failed to create the object. It also says "The role owner attribute could not be read" I've checked other forums and nobody seems to have a fix for this. If anyone has seen this before and could help I would greatly appreciate it.

Have you checked for error messages in DNS or anywhere else? Just curious.

They speak of reinstalling your SP4 to resolve this issue.
