Cant change user after installing Norton Antivirus 2003

Having installed a downloaded version of Norton Anti virus proffesional 2003 under windows 98 SE I find that if I try to change user it reports that the Norton Antivirus program cannot be located and usually the system jams up and I have to restart the computer. Otherwise NAV works fine however this problem means I cannot access my network. I have tried uninstalling Norton Antivirus and then the problem ceases however when I reinstall it it returns.
Anyone got any suggestions?

Use a different anti-virus? - AVG do a very good free one.

PS. Lost count of posts saying 'I installed Norton blah blah, then I had this problem...'
