Can't change if people are logged in?

Hey,

I have a few Access XP databases. Everytime I open a database that's already opened by another user, I get a message that I won't be able to save the changes.
It says I have to get everybody out of the database, or have exclusive access to it.

Is this normal? Can't I make changes to a XP database that's already opened?

What do you mean bij changes? If you want to add, delete or change data in your database this mustn't be a problem. If you make changes to the designs of a table, query, form ect. (maybe unintentionally), then this is correct: you are not able to! Therefore everyone should leave the db.

Note: in Access 97 you were able to make changes to designs of T/Q/F/. in a running db!!
 
Changes to the design were what I mean yes. In my opinion this is a flaw compared to access 97, no?

 
I see it like that, yes! But I think this is how it should work.
