Can't call forward to long distance Nortel 3904 (CS1000)

I have a user that can't CFW to a long distance number. The CFXA is set and the NCOS is what it should be. They are putting the number correctly with the access number, being 7, then 1 and the area code and number, (71703xxx-xxxx). The NPA is in the system already as well.....? Please advise, Thank you.
 
Does it go to the operator? If so take a look in the CDB and look at the Redirct settings.

Check this in your CDB, by default it is FRES and needs to be FTLY

FTOP Flexible Trunk to Trunk Options. basic-23
(FRES) Flexible Trunk to Trunk Connections
Restricted. FTT feature is inactive.
TBFT Trunk Barring Flexible Trunk to Trunk
Connections. FTT adds new restrictions on
connections not barred by TBAR
FTTB Flexible Trunk to Trunk connections Trunk
Barring. FTT lifts TBAR restrictions for routes
barred by TBAR. FTT cannot add any new
restrictions for non-barred routes.
FTLY Flexible Trunk to Trunk Connections Only. All
set based trunk to trunk connections for
Transfer and Conference are controlled by
FTT only.
 
Also in CLS of the set make sure you have FTTU, FTTC is default
 
Something we do as to keep the user honest is to allow them to forward to only 4 digits, then we build a dummy acd que and call forward that to the external destination. That way the user always forwards to the same 4 digit number internally, the dummy que, then we route it using the NCFW prompt in the dummy que. Unless the user has a need to change the forward destination often then this is a much safer method.
 
Can the user dial this number in a normal manner from their set? This will verify the NCOS and NARS are correct. Also are you saying that the user cannot program the CFW key (gets fast busy) or it does not work when someone calls their local?

It's a phone system, NOT a clock!
