Can't backup all of System State

Windows 2000 server, using NTbackup I get the following
error in the logs
Error: You do not have permission to access portions of System State\Registry\software.
Please see the owner or administrator to get permission.
Warning: Unable to open the file \Registry\software - skipped.

Error: You do not have permission to access portions of System State\Registry\system.
Please see the owner or administrator to get permission.
Warning: Unable to open the file \Registry\system - skipped.

The problem occurs running the backup both interactivly or with a batch job. I think the problem is due to the permissions of the administrator login, as another thing this server does is, you click the start button and it depresses but the menu doesn't appear (this is intermittant) and goes away for a while after a reboot.
There is a MS KB artical for the start button prob but this machine checked out ok. Any ideas ???

 
Check and make sure that the "System" user has full access to all drives. Right click on the drives and check in the "Security" tab. Also, check on all of the other users and groups to make sure that the system is not in any of the groups that have "DENY" marked on them. After making the corrections, reboot the server. "SYSTEM" user must always have full access. Try running the backup again.
 
A quick fix until you have time to check your policy settings might be to add your administrator to the backup operators group. This group requires no specific permissions to backup files.
