can't add link table manager to access error 1631

When I try to add the link table manager from a disk in access I get a '1631' error. I googled it and it stated that I had lost my userenv.dll file. I downloaded this off of the web and I don't really know where to put it. I found a microsoft article on the web that stated that this is a problem with NT 4.0 No matter what I try I can't find the solution on the web. Microsoft's only solution was to call them at a rate of 200 pounds sterling +vat! In a synopsis can't install linked table manager. Thanks in advance for any responses.
 
The file belongs in the System32 Folder. You may have to register it using the run dialog or a command prompt with: [tt]Regsvr32 c:\windows\system32\userenv.dll[/tt]
