CAN'T ACCESS PAGE TRUNK

Built RDB for WAT and built trunk as WAT, ACOD 7. I can access the trunk by dialing 7, but when I dial the Zone 1-0 I get a ERR0404 and display says hang up and try again. I have built these over and over but this is a first.
Why is it pointing to LD 49
