cannot view Device manager

I can open my device manager window but nothing appears in here i queried this on the microsoft web site and it said that its because the plug and play service is not started and low and behold it wasn't started but it is dependent on winservice to start and i cannot start winservice for some reason any ideas anyone

 
i came across this once before. how are you logged in as? check this:
1. click start > run > type regedt32
2. select the followng key:
HKLM \ SYSTEM \ Current Control Set \ ENUM
3. highlight ENUM
4. click on security > permissions
5. make sure that the SYSTEM account is there with Read & Full Control.

check this out and post back here...
