Cannot uninstall software on Windows 2003

I cannot uninstall any software on our Windows 2003 standard server. Everything fails with the following message:

Internal Error 2203. C:\WINDOWS\Installer\35835c2.ipi, -2147024629

I then check the application log, which shows an error Event ID: 10005 for MsiInstaller.

I've checked and the only suggestions so far have been to ensure that the Installer and Temp folder allow full access for SYSTEM account, which they do.

Can anyone help? Thanks.
 
Go to the Microsoft Download site and download and install the latest version of the Microsoft Installer. Then try.
 
Sorry...I did try to install Windows Installer 3.1, however it comes up with an error message saying:

"Setup has detected that the Service Pack version of this system is newer than the update you are applying. There is no need to install this update."

Our server has Windows 2003 server service pack 1 installed.
