Cannot shutdown clients in win 2003 domain

My win 2003 domain have clients (normal) users unable to shutdown their Client PCs when they press shutdown button as the shutdown dialogue box does not display shutdown, restart or standby options. This does not affect administrators or computers that are removed from domain! What would be the problems?

You most likely have a Group Policy object applied that disabled Shutdown options. This is used for locking down public machines normally, so the general public, or members of the institute can't reboot/shutdown machines. IF you cant find it, i will have a look and get back to you.

Trouble is I never explicitly defined any GPO or security to that effect. However, The situation has gone back to normal after I disabled Offline caching on roaming profile share, which, quite frankly, i do not know how it came to be. I also have reapplied my domain security by importing hisecdc.inf template. But I still have noticed some problems in updating roaming profiles like event 1504. What do you think is the problem? Where do I start looking to correct the problems?
