Cannot reinstall Windows

My Windows 98 machine has a "Invalid Page Fault" when Explorer.exe loads on boot up. As a result I cannot use the system. I have attempted to reinstall Windows over itself and get an message that the disk in compressed and Windows cannot be installed. I am hoping I can fix this without formmating the drive and losing all my programs and data. I have a back up of all my data but don't want to go that route unless I have no choice. I did not compress my drive and it is formatted Fat32. Here's hoping.

 
You might have tried this but it is worth repeating
1. Boot w/the win98 emerg dsk (w/CD rom suppt)
2. Go to your CD drv Ex D:
3. @D:drv Type Dir/p at the command prompt
4. You should see setup.exe
5. Type setup at the command prompt
6. Follow the install instructions.
