Cannot register wintrust.dll

I need to register wintrust.dll under a user logon that is just a user on the network and a poweruser locally. I have tried making the person an administrator locally and on the network. I can then register the dll but I don't think it registers for the user when they are a poweruser. When I do try to register the dll under the user I get the message "DllRegisterServer in wintrust.dll failed. Return code was 0x80070005". TIA for any ideas. PS when I make the user a local administrator I loose the Run on the Start menu. I tried registering it from DOS and it said it was OK but I don't think so.

When you get that error and that code it usually means that a component that processes digital signatures is damaged.

To fix this, re-register the Softpub.dll, Wintrust.dll, Initpki.dll, Dssenh.dll, Rsaenh.dll, Gpkcsp.dll, Sccbase.dll, Slbcsp.dll, Mssip32.dll, and Cryptdlg.dll files. To do this, follow the steps below:
1.Click Start, and then Run.
2.In the Open box, type cmd, and click OK.
3.At the command prompt, type regsvr32 softpub.dll, and click ENTER.
4.Click OK when you get the message that DllRegisterServer in Softpub.dll succeeded.
5.Repeat steps 1 through 4 for the following files: Wintrust.dll, Initpki.dll, Dssenh.dll, Rsaenh.dll, Gpkcsp.dll, Sccbase.dll, Slbcsp.dll, Mssip32.dll, and Cryptdlg.dll.
6.Type exit, and then press ENTER to quit Command Prompt.

I finally got it. I used regmon run as administrator and then tried to register the dll. I then gave the user (Power User)the security permissions for that particular key. I was then able to register wintrust.dll with no problem. thanks for your help.
