Cannot Re-Install Exchange. AD issue?

I installed Exchange 2003 on my domain. For various reasons including a server name change, I uninstalled Exchange as no one was actively using it, and cannot re-install it. I get the following error.

cannot be assigned the action "Install" because: - To install the first Exchange server in a domain, or to run setup in "/ForestPrep" mode, you must be an Exchange Full Administrator at the organization level. You must use an
account that has been granted the Full Exchange Administrator role on the Exchange organization using the Exchange Administrative Delegation Wizard.

In the Delegation Wizard, it shows that my account is a Full Exchange Administator.

I have tried these two articles with no luck:

My gut tells me I can delete the entire LDAP entry at:
cn=Configuration\cn=Services\cn=Microsoft Exchange.
Naturally I'm terrified of trying this based on "gut".

Is that the proper course of action?

Was exchange on a dedicated box. If so i would format and start over before you try again.

Wow this article doesnt make any sense to me. Why would I use the Exchange 5.5 Admin program for Exchange 2003?

Looks like this article is in reference to removing Exchange 2000 from a pre-existing Exchange 5.5 site. This was the only exchange server I've ever had on this domain.

Can you give us more details about your Exchange Installation (Number of domain controlers,Exchange servers, AD users, ...)


RQ - If you have more that one DC in your network, than you have to understand that replication between controlers should be completed sucessfully before you try to reinstall an exchange server. Are your sure that uninstallation of your first server has completed successfully ?
