Cannot ping expansion server

Installed IP office released 9.0 on a virtual machine. Added IP500 V2 expansion server however, the expansion server does not communicate with the primary server. The H323 trunk between the units is in place. The expansion unit is on the same subnet as the primary server. I cannot ping from the expansion to the primary nor can I ping from the primary to the expansion. I am able to ping from the PC running IP office manager to both the expansion and the primary. That same PC is on the same subnet as both the primary and expansion.
 
Sounds like IP routing.
Did the expansion reboot and did the server reboot?

I did the reboot. I tried Erasing the configuration and recreating the SD card too. I cannot get the expansion to pull licenses from the Primary.
 
Have you checked for duplicate IPs? I've chased my tail a few times until I thought of that :)

 
Ended up putting the IPO and Exp on a hub. Licenses moved over as they should. Put IPO and Exp back into Avaya ERS 3526 and the licenses were ok but I still could not ping back and forth. Ended up changing the Pvid on the port that the expansion was plugged into and could ping back and forth.
