cannot open internet connection wizard

I cannot open internet connection wizard and have lost the dial up connection on an old tower I use.
I have tried the MS resolve of extracting tapi32.dll but that didn't fix anything.
Help please, I need to get back online.

Error message is

Failed to load the internet connection wizard helper component

The former dial up connection has disappeared from Dial Up and VPN settings window and the choices (Dial my default etc.) are grayed out

Problem solved. For those who have the same issue here is what I did:
extracting tapi32.dll on its own didn't resolve teh problem as is suggested in ms Article ID : 193892 I had to take the steps outlined on article 224828 by extracting and replacing the Internet Conn Wizard files.
