Cannot open IE from desktop or start menu 1

I turned on my cmputer today and I tried to go online but I couldnt open IE. I use a dialup account which connects each time but I cant access IE. However if I right click on the icon and select explore it will open. Also if I go to windows explorer and click on IE it will open. I tried doing a repair on it but it didnt help. Any suggestion would be greatly appreciated.

Oh forgot to mention. I'm running an AMD 1800 with Windows 98SE

Try a different Dialup number
