Cannot keep last record together

I am using Crystal 9.0 and Oracle DB. I have a report with information about each project# sitting in GH1a, GH1b, Details sections (a,b,c,d,e) and each sections of GF1a, GF1b, GF1c, GF1d, GF1e contain subreports with different info about this record. I have "Keep together" turn on everywhere in the report and turn off everywhere in subreports. Plus in GF1e i turn on "Next page after".

My problem: last record(only) I always getting the following way:
GH1a, GH1b and Details on one page, then more then half page empty and then GF1a, GF1b and so on. GF1a(and even GF1b) small enough to fit on the same page as GF1 and Detail. I need to be able to get new page only after each record but each record can have different amount of info (from one to three or four pages)...??

 
Right click the group itelf and select Change Group, in the options tab turn on the Keep Group Together.
