I recently replaced a laptop for a user that had offline files enabled. I deleted his profile, and then gave the latop to another user. When the user logged into windows, it was still trying to sync with the old user's offline files, even though the profile (and all files) were deleted. I then went into the offline files options, and clicked delete files. I deleted the entries. Now when I try to enable offline files for the new user, the disk space allowed meter (slider) is stuck at 0. I move it up, click ok, then when I go back in, it is back to 0. The user has local administrative rights (the same problem occurs logged in as administrator). Because the meter is stuck at 0, I am unable to sync his offline files.
