cannot forward emails with attachments

We upgraded our entire network from nt4.0 to server 2003 and exchange 2003 all new hardware. After rolling out the new exchange server some externally received emails with attachements could not be opened or forwarded. I drag the email to the desktop and I can open the attachment, read and forward the email without a problem. The error message that pops up is as follows:
You do not have sufficient permission to perform this operation on this object. See the folder contact or your system administrator
