Cannot dowload from INternet within Terminal Service 1

When we login, as a normal user, on the server by a terminal session (thin Client), the downloading(or opening from the internet) of internet files (PDF, Exe etc.) gives the next error.

Internet explorer cannot download "file" from "website".

Internet Explorer was not able to open this internet site. The requested site is either unavailable or cannot be
found. Please try again later.

When we login as a user with adminstrator rights the downloading of the same files is no problem at all.

Does anyone know how te resolve this problem? I think it has something to do with rights in a temporary folder, but where are the files temporary copied before the download is complete.
 
I have just solved this problem. In IE -> Tools -> Internet Options -> Temporary Internet Files -> Settings, the directory where the temporary files are stored before the download is complete standard is C:\WINNT\temporary internet files. On this directory, in our case, only the adminstrators had write rights. After setting up the security so that all users had write rights the problem was solved.
