Cannot dial 310-BELL from PBX

Option 11 PBX has carrier PRI changed and now the client cannot call 310-Bell or any NXX of 310. All NXX including NXX 310 goes thru RLI 1. Should this NXX be treated any differently from other NXX?

Thanks for all your help. I took the advise of "Hatched" and created a new SPN 310. It worked!
Dialled 9-310-BELL and the call whent thru.. Thanks again to all.
