cannot delete direcotry with "=" and ";" characters

I have a directory that contains the "=" and ";" characters. If I try to delete it, it will say "the file is being used by another process" even though it is not.
I also tried removing it using the 8.3 name, but get the same results.

Any ideas?

have you tried restarting the pc, or restaring it in safe mode even?
