Cannot change time (with Administrator privileges)

I know this could be odd, although i don't have anything to say about this. I have WinXPPro and the Administrator account. There are several software installed and I suspect one of them (Cafesuite - a sofware for NetCafe wich syncronizes the time of clients workstations. Is there any way (legal or illegal:) to force the system time? For me it's legal, 'cause I have the administrator account.

If you are in a Domain a local security policy GPO may well prevent you from chaning the system time.

there is no domain, I have installed this workstation, is not controlled by any server. But I found someone installed a specific program wich denied the access to time settings. How can I regain access without reinstalling the OS?
