Cannot change security on server

Every time I try to go in and change security on a file, folder or change a user's property, I get this error message: "insufficient system resources exist to complete the requested service"

I have cleaned up the drives and have over 10% free on all drives, checked the other BDC's and they are fine, the PDC only has 386MB free on C, but I was able to go in to a non-BDC server and make security changes without any problem, so this makes me believe there is something wrong this BDC server....any ideas??
 
what is the phyiscall memory and page file size set to ?
 
I figured it out, it was Norton AV 7.6, as soon as I turned off the service, it worked - found a similar case online and they had done that and it resolved it, so I am working with Symantec to find out what caused this.
