cannot browse Network Neighborhood

I set up a W2K server for testing with a w2k pro workstation and Win98 workstation for testing. The Windows 98 computer cannot browse the Network. The only way that I can get at the w2k server via the win98 PC is by using Start, Search, Find Computer. I type in the name of the server and win98 finds it. Then I can browse the server and map network drives. I have WINS installed on the server, and DNS. What do I need to set up so I can access the server via the Network Neighborhood? Network Places under Windows Explorer does not work either.
 
I opened WINS, checked Active Registration "By Name", and it found the win98 computer. Then I could browse the Network including the server. But, I then re-booted and logged back in the the win98 unit, and could not browse again. I went to WINS on the server, found the win98 computer under Active Registrations and now Network Neighborhood works, but now all that I can see is Workgroup and the win98 computer itself, not the server.
