cannot add printer, cannot access add hardware wizard

go to add printer, click on add printer icon and nothing happens. Go to add hardware wizard click on icon, nothing happens. look at hardware, ALL devices read "device unknown" am logged in as local admin. nothing at technet. nothing came up on a search here.

any suggestions? before a rebuild

I have double checked the policy settings and the admin has permission to change device drivers. The only thing I can think of that has changed are the latest windowsupdates patches.
