Cannot access other users mailbox since upgrade from Ex2k to Ex2003

Hi,

Since I upgraded our Exchange Org to 2003, I am unable to access any other user's mailboxes, despite the permissions being set in Active Directory and the Exchange Server on all levels. If permissions are granted on the client then I can access it. Is this normal or a problem. It was fine in Exchange 2000!

Are you an admin? Look for an explicit deny for "send as" and "receive as".

Thanks for the help. Turns out it was to do with he exchange server being a dc. After demoting it and reinstalling exchange I had no problems.
