Can you disable ODBC being used to export data from a Access Datatbase

Is there a way to stop someone pulling all the tables out of an access database using ODBC without disabling there rights to use ODBC. In the Control Panel under Administartive Tools and Data Sources(ODBC) how do I remove an access database from being detected by this if they have the ability to view and work with the database.
