Can you add a Standard TCP/IP port from a command line?

I want to add a printer from a command line using "rundll32 printui.dll,PrintUIEntry" but the printers on my network are connected via IP (no print server). Therefore I need to create a standard TCP/IP port first, before running the "rundll32 printui.dll,PrintUIEntry" command. Does anyone know if it is possible to create aStandard TCP/IP port from a command line? Is so, how?
 
im not sure if you can, but just a suggestion I would share the printers off a print server and install them via the share name.

Look into resource kit and the usage of portmgr.vbs.

FYI: For reasons which are mostly out of my control, I can not set up a print server, which is why I am requesting this information. I would like to hear anyone's arguments on the benefits of a print server so I can convince others.
