can ping but cannot access the computer's share drive

I have a computer that is listed on WINS server and I can ping it. However, I cannot access its share drive by typing a computer name such as \\computer1 in the windows explorer. I tried to type its ip address as \\192.168.5.61 but it still does not work. Do any of you have an idea of what is going on here?

how is the drive shared?
Try net view to enumerate the shares
eg net view computername
 
I cannot net view that computer in command prompt. I got the error message saying
The server is not configured for transactions

The drive is shared to let everyone have access at the top level (the whole hard disk is shared). The drive uses NTFS partition. When I type \\computername in the explorer, it simply says the computer cannot be found. This computer can actually see other computers' shares. I cannot figure out why nobdoy can access this computer shares at all. Please help.
 
Have you tried the \\computername\sharename on the problem machine itself?
