Can Not Create New Mailboxes for existing users after migration

I work for a school district. We recently migrated from 5.5 to 2003. After the migration, pre-existing users who did not previously have a mailbox, can not have one created for them.

When you go to the Exchange/AD Users and Computers Console, and right click > Exchange Tasks, the only thing that appears is "Remove Exchange Attributes". "Create Mailbox" DOES NOT appear.

I have tried removing the attributes, in hopes that it would allow me to then recreate it... It does not.

Any help would be great. If I can fix this before my Network Admin comes back, I will look like a GENIUS!!!

Have you completed the migration to 2003? Is your 5.5 server still up and connected to the exchange environment? Are you running a windows 2000 domain?
 
The 5.5 server is still up, however, it is not connected to the exchange enviroment anymore. What I mean by this is, if I try to move one of the mailboxes which came over during the migration, off of the Exchange 2003 server, there are no other options as to another server to move it to. Our server named Euclid3 is the only server running exchange at this time.

All our servers are either Windows 2000 or Windows 2003. The old exchange server is 2000. The new one is 2003.

How about if you create a new user, can you create a mailbox for them? H

Also - have you tried doing this through the Exchange "Active Directory Users and Computers" (that is, through All programs, Microsoft Exchange, ADU&C" - and maybe even ON the exchange server) instead of the AD Users & Computers tool accessed through Administrative Tools?
 
Strip the attributes off the users that do not have mailboxes only. After the task completes, and replication takes place, you'll be able to mail enable them.

Yes, I tried accessing it via the ADU&C under Microsoft Exchange from the start menu. These are all users who had logon accounts, but did not previously have a mailbox. We now are allowing them mailboxes, however we ran into this problem.

I did strip the attributes, but it did not seem to work. How long should replication usually take? It's been 8 hours.

I also did try to create new users in the Microsoft Exchange > ADU&C and ran into the same problem. It does not allow the option "CREATE MAILBOX"

If it had attributes, it though it had a mailbox. When you strip the attributes, the change is replicated intrasite within 5 minutes. Interside will depend on the number of replication hops and the interval for each link. The default replication interval for an intersite link is 15 minutes. Even after replication has occured, DSAccess caches mailbox information for up to 2 hours. I'd let it cook overnight.
