Can I stop Blind Carbon Copy from being used

I have been asked by a Adminstrative personel to see if the BCC function in Outlook can be disabled or cut off some way.
They don't want anyone to be able to send a e-mail that has and BCC on it.

I have not been able to solve the issue with the BCC in Outlook 97 or Exchange Server 5.0. I am still waiting to see if this is a viable option.
I have read alot but no definite answers to the question.

our problem is receiving emails that are BCC'ed to one particular user, I couldn't figure out any way in Rules Wizard to filter incoming BCC messages.
