Can I Eliminate Download DIalog (Open/Save As)

I am using Brothercake's Ultimate Dropdown Menu on an intranet website. This menu sets up a hierarchy of links and child links by using commands of the format

addsubmenuitem("url","Link name","_target","alt text")

Hence you don't use the typical anchor tag. Many of the links in my dropdown menu are to Access 97 .mdb files. Unfortunately, when a user clicks on one of these links, he gets the famous download dialog box that asks if he wants to save or open from current location. This is an extra step that I don't want my users to go through because I ALWAYS want them to OPEN FROM THE CURRENT LOCATION. Does anyone know if there is a way to bypass this dialog box and force open from current location?
 
Browser security settings are under the sole control of the person sitting in front of the browser. The only ways to modify this sort of behaviour is to either:

a) Get the users to jump through the hoops once and tell them to check the little box that reads "allways do this with this sort of file", or

b) Write an activeX control that will do the opening for you. Get a code-signing ID from a security company ($400.00) and sign the control, or

c) Develop a web interface to your databases rendering the whole discussion a moot point.
 
I'll vote for "c" as the most graceful solution!
