Can I create a bulletin board in Outlook

I am running Outlook 2003 on WinXp workstations. The workstation are on a Win 2003 server network. How so I create a bulletin board in Outlook, where my users can post documents/messages for each other. Also, is it possible to store my templates in a public folder in Outlook?

There must be a better way.
 
Sounds unlikely. Isn't it simpler to actually run a buletin board on your network? We run phpBB on ours for the same kind of thing, it's pretty simple to set up a server to run it.
 
What templates do you want to store in the Public Folder and why? If these are MS Office Templates, they should be stored in a Group Template folder on the Windows Server. Then on the users' PCs, in Word under Tools, Options, File Locations, point Workgroup Templates to that location using UNC addressing. Now when users go File, New they will see your templates. Note that if you put the templates in a sub-folder, the Folder name will appear as a new name tab in the File, New dialog.
