Can anyone tell me what this Excel VBA is doing?

I have a piece of code that appears to be malfunctioning.
Can anyone tell me what this is doing in English so that I can look deeper (sorry, newbie here)

Code:
ActiveCell.FormulaR1C1 = "=+RC[-54]*'[Loss Factors.xls]SWEB'!R[77]C[-54]"

It's setting the formula in the active cell to be = to a cell 54 up from the current cell * a cell on sheet SWEB in loss factors.xls that is 77 rows down and 54 colums left of the current cell.

 
You may want to look in the help files for R1C1 style notation as it will probably give you a heads up on this style of referencing
