Calls take a long time to begin dialing

This seems to be a not uncommon issue but nobody really had a solution from my searches on Google. Outbound calls take 15 seconds to set up. Even with a # terminating the dial string you cannot hear ringing for 12-15 seconds. This is not a CLEC issue as the previous system DCd just Saturday never had this issue. It's 8.1.43 running Essential.
 
I usually cut down the time by making the ARS shortcodes with the exact number of A's for local and LD calls so that the system knows when I am done dialing and that way it is a tad bit faster but it will still take the time from picking up the line listening to the CO dialtone and actually dialling and patching it through. So about 6-8 seconds which can feel like an eternity.

So, what number of "Dial dalay time" that you configure in ARS ?
 
It was 4, changed it to 2. Helped a little. But the delay, even with th # sign is long.
 
Try using a ; at the end of the shortcode.

I changed short code *9N to *9N; and they could not get any outside lines after that. At the moment I have no remote access so I can't check the dial delay count.

OK, so dial delay count is set to 0.
