Calls not queuing to Attendant

I have a situation where calls routed to the Attendant queue via a vector are not queuing, but rather going directly to the route-to destination when the attendant is on another call. The VDN and Vector are set for Attendant Vectoring and the VDN is entered in the attendant vecroting field in the console parameters. Any help would be appreciated.
