Calls fading in and out

The customer states that very often, the calls are fading in and out and they end up talking over each other.
kinda like when talking on a cell phone. I've blammed it on the telco. The telco has been out there several times with no progress, This has been going on for about a year. On other systems, I've had software problems that release calls and trunk cards that either work or don't.
The telco story is getting a little old, any advice ???
CICS 2.0, 4PORT FLASH, 2 LS/DS CARDS, 12 7310'S
5 CO LINES.
I have Not tried changing out any cards on this system.

YOU NEED TO GO TO THE DEMARC AND SEE IF YOU CAN DUPLICATE THE PROBLEM THERE. ASK IF THERE OUTGOING OR INCOMING THAT WAY YOU WILL KNOW WHICH TRUNKS TO START WITH. ALSO IF YOU CAN GET THE MILLAWAT NUMBER IT WOULD BE HELPFUL

Unable to duplicate problem, customer claims problem not limited to just one line, will find out about outgoing or incoming.

Could it be incoming 8xx calls? Could their LD carrier been having trouble. I've had that problem...
