Calls directly to VM

Here is a recent email from a user

"Is there any way that my extension 8846 can roll to voice mail when I’m on another line or away from my desk?

Right now when someone on the Avaya phone system calls my personal 8846 ext the phone just “rings and rings”….never hitting voice mail and thus irritating those that have to listen to it"

I realize that by enabling the DND feature all call will go to VM, but how to send the other incoming call to VM if you are on another line? BTW, this user's VM is enabled and working.
