Calling to logged off station results in transition tone

We would like to have a busy signal when somebody is calling a logged off station (out-of-service). At this time people get a transition tone and keep waiting and nobody is answering. Is it possible to have this system wide? I know one phone gets the busy tone when out-of-service and almost the rest not.Looks like strange behavior. Could this be a phone setting?

Command: list trace station xxxx (calling station)

With "list trace station xxxx" no coverage path, but I noticed something else:
This logged off station did have EC500 enabled: "station extension" and "phone number" were the same and as a result of this I got the "busy signal".

I described my first post/ question in this thread wrongly and it should be:
If a caller calls a logged off station, is it possible to get an absence tone? If so, can we change this for all stations in our CM?
