Caller ID problem over SCN 1

I have a ip406v2 R3.1(56)with a PRI T-1 terminating on it and a 403 3.1(56) SCN'd to it over a voip trunk via a seperate point to point T-1. When an incoming call comes into the 406v2 the extension's display will show the calling partys name and number normally but when it goes over the SCN to the 403 the called extension shows the calling number twice until the call is answered then it displays the callers name and number. All of the other SCN features work correctly. Any ideas?
 
In order to pass Caller ID when making an outgoing external call from a remote IP office system via a VoIP trunk to main site using the main site’s PRI trunk, short codes need to be added on both remote and main sites.

At the remote IP Office site, create the following system short code:

* Code: [9]N;

* Telephone Number: 9NsaaaxxxE (aaa = area code, xxx = exchange, E = extension number of the IP Office user – these components can be used to set the outgoing CLI, for example – 9Ns420123E will pass 420123200 as the CLI for extension 200)

* Feature: Dial

* Line Group ID: 11

At the central IP Office, create a Short Code on the VoIP trunk:

* Code: 9N
* Telephone Number: NSS
* Feature: Dial
* Line Group ID: 5

SS - Pass through the Calling Party Number on IP lines. For example, to provide the incoming ICLID at the far end of a VoIP connection, a short code ? with telephone number .SS should be added to the line.

Both the S and SS characters can be followed by an i, that is Si and SSi. Doing this sets the calling party number plan to ISDN and number type to National. This may be required for some network providers.
 
Outbound works fine. It is the incoming calls that I have a problem with. I do have a .ss in my voip trunk shortcodes.
