When call forwarding out of the phone system to an outside number, cell phone for instance, the person dialing the forwarded number does not hear any ringing, it is just silence until the phone is answered either by voicemail of the cellphone or the person. We have ISDN,thought that might have been the issue, so what I did is route the call out of the switch on standard ground start trunks and still no ringback. What am I missing?
If you dial the internal extension, and it forwards, you get the ringing before the person answers, but if you dial it as an external call even from outside the building, no ringback.

I don't get to do much 'real' programming, but had a couple thoughts.... call progress tones for everything except 'busy' are provided by the far-end of the network. You mention that you have ISDN trunks. There's probably a 'cut through' flag of some kind. I suspect that your system is waiting for supervision before connecting the caller to the audio path. I've run into stuff like this when configuring ISDN trunks to use carrier-based account codes.

You're on the right track, I did some testing yesterday, and when my cellphone goes to voicemail, I begin to get the ringback. I played around with the routes, and that didn't seem to make a difference. There were some field there that specified "service type" such as SDN, and such, but that didn't seem to be the answer. Thanks for the input

Still fighting this issue, when a station call forwards to an external number the person calling the forwarding number hears silence until the forwarded destination answers?

What setting am I missing on these PRI's?

surplus,

try using 'alerting' interworking message instead of 'progress' for this ds1 circuit pack. be warned that changing this parameter will require busyouting ds1 board with service interruption. but a short one, about half a minute.
