call from A to B then to B's VoiceMail?

I know I have set this up before but I can’t remember how I did it:
Call come in to extension 10000. It needs to ring on 10000 for a while and if not picked up, it needs to ring on extension 20000. If not picked up on 20000 it needs to go to VoiceMail of ext. 20000.
If I remember correctly, last time I had a coverage path set up on ext 10000 with the first point is ext 20000 but this will not get me into VM even if 20000 itself covers to VM. If I add a 2nd coverage point on 10000 cov path it goes to 10000 VM, not 20000
Any help much appreciated
(all this is on 3.1.4)

Create a vector with the following step...

messaging skill xxx for extension 20000

Add a vdn that points to this vector, and then add the VDN into the 2nd point of the coverage path for extension 10000.

 
create a VDN and on the vector, type messaging split for ext 20000. Add that vdn number on the cover path for 20000.
