Call Forwarding to external number 2

I've followed the short codes to activate call forwarding. However when calling the extension that should be forwarded, it drops into voicemail. Any help?
 
Use shortcode (forward uncoditionally)*07* 9 + phone number + # (pound sign). For example: *07*914796363999#
Then you turn on call fwd by dialing *01 to turn off call fwd Dial *02. Do this at the phone you are forwarding.
Make sure call forwarding is allowed in your trunk setup.

Well, I just set it.. But it only rang on the cell phone twice before coming back to internal voicemail. How can I increase the number of rings?
 
Go to User, Telephony , Allowcated Answer Interval, set it to 25 or so.

The other thing to consider is that your typical cellphone will ring x amount of times before it cover to its own voicemail. You must use the setting described above to bring the call back to IPO for vm coverage if desired. So the setting must ring at least one time fewer that the max rings of the particular cell phone. Also if a cell phone is off the the cell will always get the voicemail and not the IPO.

Be sure to be clear on that to the cell user.
