Call forward busy IPO 1

Tried looking for answer but could not find.

I have IPO 500v2(7.0.36) with a user who has 2 CA's. When a call is tranfered to them from the operator the call does not drop into vmail when they are on a call. Customer does not want to toggle or set phone (on/off) everytime on call. Checked "unconditional" (on) going to voice mail - did not work.Tranfered call stays with operator, but transfered call to RNA goes to vmail, also call does not ring on second line. Can't find anything on this. Thanks
 

Is voicemail checked/ticked?
What is the no answer time set for. Those 2 things determine if calls go to voicemail

You can also check reserve last CA. With only 2 call appearances and this checked all calls will go to voicemail when the user is on the phone.
