Call Coverage Transfer issue

We have recently upgraded to CM5 (from CM2 and a new S8510) and seem to be having a problem with call coverage and transferring calls. Let me explain the situation:

Call comes into one extension 7001
User is not available to take the call
Call goes to cover and member of staff on extension 7002 picks up the call
In the meantime the user becomes available to take the call.
Extension 7002 tries to do a transfer to 7001
Transfer goes to cover (even though the user is not on the phone and both line appearences are free).

I have tried this on some test phones to ensure it wasn't anything to do with their specific setup and the same occurs.

Any ideas?
 
Make sure the SEnd All Calls is not activated on ext. 7001.

If you put a "Priority" button on extension 7002 and then when you try and transfer you press transfer, priority button 7001 transfer and it'll work.

I can confirm that Send all calls is not activated. I have tried this on a set of new extensions also.
 
I will also add, extension 7001 is able to recieve calls internally, externally and can have calls transferred to it providing they did not originate from cover of the extension.
