call box auto forward to outside number

I am having a dilemma on setting up an emergency analog callbox.

I have tried this to a non-phantom did

reg: new
type: 500
tn: XX X XX XX
dn XXX
ncos: 1
cls: cfxa mnl dtn

when i get to
ftr: dcfw 9 (the external number)
it errors to sch3695

If you want to lift the handset and have it make a call, then use CLS MNL and FTR HOT D 8 95551212

If you want to redirect a phone number, then it has to be a Phantom.
